Rep. Enduro, you have 48 hours to advocate for your bills. An additional 24 hours will be given for debate after that.

Despite all our talk about not following Classical Conservative's refugee plan, we hadn't done anything to replace it.
I'm willing to compromise on this bill.

Is this bill even Constitutional? Is it within the power of the regions to regulate the immigration process? Since the Northeast does not issue passports I do not believe that we should be regulating who can come in and how to admit them.

I think we're allowed to have our own refugee policy, unless the Federal Government blocks all refugees from entering the country.

I propose this amendment:

I believe that the Federal Government has the power over immigration and naturalization specified in the Constitution also the Refugee Act of 1984 gives the President the power

Is Atlasia as old as the Refugee Act? I don't think so, American law is not Atlasian law.

Atlasia diverges in the 1990s/early 2000s. American laws from the time - other than things explicitly stated that we have changed - still apply.

The northeast is naturally allowled to have it's own systems/limits-like how New York decided to give out drivers licences to illegal immigrants in 2007.

However the legal line is blurry- Hines v Davidowitz (1941) said that states can supersede the federal government, as the 1980 immigration act also said. However there's a difference between us carrying out our policy, and ovveriding the Federal Government. I'll have a further look into it tonight-I've been waiting for the Federal Government to act (hence why I passed executive orders before) dealing with refugees.

Seeing as there is no further debate, we will now move to a 24 hour vote.

VETO

I have several concerns about this bill.

1.) The Northeast, as a region doesn't have the power to settle immigration. As I said before the power rests with the Federal Government; we need to wait for them to release a plan before we can act.

2.) The bill also forces refugees to take a citizenship test straight away- this doesn't seem fair at all considering many refugees have just came from war zones-we should allow for integration before making them take a 99 question test.

3.) The bill imposes too rigid limits on refugees

I support refugees-this veto shouldn't be seen as anything that disproves that

Yes - it requires four votes, although this also allows us to make changes to the bill based on the Governors recommendations.

I'm not 100% sure, but I think we can send bills to the Federal Government for their approval.

Additionally, I can't see anything relating to immigration within the Constitution - so there's no Constitutional block to prevent us from passing this bill, from what I can see.

I do see the Governor's concern on the citizenship test, I'm in favor of changing that.
