The liberal counterpoint isn't that the healthcare plan would cost less than $15 trillion, but rather that the costs would be worth it because the total amount spent in the private sector on health care would go down by far more than $15 trillion.  I think the idea of federal spending increasing by $15 trillion over 10 years due to Sanders's plan is uncontested; it's the cost vs. savings ratio that is in contention.
