Issues for me. I wouldn't vote for a great leader, if I thought that their policies weren't that great...

I'd prefer an above average leader I agree with 75% of the time to a mediocre leader I agree with 90% of the time. Voted Leader/Center.

Both equally, actually. Under normal circumstances I would say issues, but considering the path Atlasia seems to have been on for a while now, leadership is definitely important.
