You realize that for special elections, this would prevent the winner from taking office for at least a week after voting is complete?

I personally don't think a buffer period is really necessary; have we had any issues with this in the past?

    The President talked about the rationale for this briefly in another thread. I understand the importance of it, but I do think we could do with a shorter timeline. I would like to propose an amendment to Section 1:

Good point. Perhaps we could add a subsection (d) along the lines of "or (d) the Secretary shall demonstrate the compliance of the Contested aspect of the Preliminary Count with all applicable Laws and Regulations" ?
