It's really not a bad idea:

(A)  Santorum is fully vetted.

(B)  Santorum won't overshadow Trump.

(C)  Santorum won't make gaffes that contradict Trump.

(D)  Santorum isn't in a position to refuse if he wants a further career in politics.

(E)  Santorum adds viable government experience to the ticket, albeit a bit dated.

(F)  Santorum has decent name recognition, and not huge negatives.

I can think of worse choices.

It may help with receiving closet-case Republican voters' support for Donald Trump to be having a closet-case vice-presidential running mate in Rick Santorum.

I beg to differ. Santorum has made quite a few gaffes in his time. At a rally in 2012, he almost called Obama an "anti-war government n-----" before cutting himself off: https://www.youtube.com/watch?v=u2HpSUU53-A

And yes, he does indeed have name recognition, but let's just say it isn't all good.

We're getting warmer.  I think his ideal VP is an Evangelical/Catholic populist from the South/Midwest who is not absolutist on economic issues.  Huckabee would be great if he didn't have the Akin baggage.  Santorum is a start, but I think he could do better tapping Pence or maybe even Branstad to counter the inexperience narrative?

John Hoeven? Catholic, lots of experience as Governor and Senator, less than hardline on economics, and Trump could play up the "I'll make America great again just like Hoeven helped make North Dakota great again" angle. Downside is that ND's not a swing state.

It also wouldn't surprise me if Trump went the Clinton 92 route and chose someone outside of politics altogether.

How are any of the last two not as fiscally conservative as any other Republican?

Also, NO.  This would drive just as many people away from voting Republican as toward this ticket, probably more.
