The only instances in which tricameral legslatures existed are:

1) Apartheid South Africa, where blacks, whites and "coloured" people were only allowed their chambers

2) pre-Revolutionary France, with the three estates

Of course some backwards people nowadays want to go back to then.

Not just France. Pretty common in the 18th century really.
Of course, the Reichstage of the Holy Roman Empire had a few more chambers than that.

sure, why not?  or how about a quadricameral legislature, or a quinticameral legislature.  Wait, no let's do away with the republican form all together and move toward giving every man, woman, and child a little remote control that they can use to vote directly on each and every issue.  Perot, anyone?

Quinticameral Legislative branch!!!!
1.the current house
2.the current senate
3.state legislature appoints someone from their houses
4.national freefor all.  50 members, many people run throughout the U.S., only 50 are elected.

Judiciary

No, the judiciary is not either in theory OR in practice exercising legislative functions. It is exercising its power to protect the rights of citizens and to check the legislative and executive by declaring unconstitutional Acts as such. There may be a few examples of judicial activism, but the vast majority of judicial acts are well within their bounds. Disagreeing with Tom DeLay is not a violation of the power of the courts.

No, since I don't feel like searching for it, but I can recap it pretty quickly.

House of Representatives
Elected on district basis with possibly a component elected on the basis of a party list system.  Most powerful of the three houses, it can pass budget bills for programs already authorized by law without having to consult either of the other two houses.

National Senate
A small deliberative body with a few Senators elected each year for long terms by a national vote.  Also, former Presidents would be members for life.  Would have the advice and conset role of the US Senate and the trying of impeachments.  Has no role in budget bills, but does nave a role in all other laws, including taxing and borrowing.

Congress of States
A combination of Congressmen elected by the people of each State and those that serve at the pleasure of the legislature of each State.  It has the least legislative power, as its assent is only required for laws that affect State governments in some way, but it also has impeachment and general investigatory powers since ideally, it will have the least legislative work to do, especially since it will be in the interest of the other two houses to not encumber State governments with Federal entanglements so as to avoid having to bring matters before this house.
