Result of Iowa GOP caucus 2012 (as reported by the New York Times)
Santorum 24.6%, Romney 24.5%, Paul 21.4%, Gingrich 13.3%, Perry 10.3%, Bachmann 5.0%
Estimated Delgate Count (CNN / Fox News)
Santorum 7/12, Romney 7/12, Paul 7/0, Gingrich 2/0
Actual Delegate Count: Paul 22, Romney 6

I would like to ask (given the fact that Trump and Cruz are so close) and the prospect of someone coming up cannot be ruled out, what the official scoring policy is if someone projects the DELEGATE count winner correctly but not the VOTE count winner?

Zero points, presumably. The predictions are always for the initial popular vote result.
