He didn't convince conservatives that he planned to lower taxes and shrink the size and scope of government. Yes, the Bush name and associations with the establishment didn't help anything, but the fact is that he did nothing to address the concerns of a GOP primary electorate that's seen 15 years of big spending and has had enough.

And the whole Trump thing, of course.

OK, here's a serious answer. He had no clear answer on Iraq. On 4 subsequent days, he was asked about it gave 4 different answers. Not that people really paying attention were going to believe anything about him trying to distance himself from it. Not just because it was his brother, but because he was founding member of PNAC, and his brother wasn't. It was people like him who convinced his brother to invade Iraq, not the other way around.

Another is that he was seen as too moderate on immigration. Ties to Bush, his wife being an immigrant, his father in law being an illegal immigrant, and his marking himself as Hispanic didn't help. Romney on the other hand was much more strongly anti immigrant compared to the other people running in 2012. So many people who found Romney acceptable didn't like Jeb.

The Bush's time has passed. People just want somebody different. The low-energy label stuck to him like glue and he's done nothing to dispel it. He's an atrocious candidate. Honestly Dole was more exciting.
