He says he will participate in the debate, yes.  He actually has no plans to campaign in New Hampshire today, tomorrow, or Friday though.  His next NH campaign event is Saturday, and then he'll debate that evening:

I still think he might stay in the race longer than many of you guys seem to think, but switch to a slow paced campaign, where he only does about one or two events a week (plus debates).  What else is he going to do if not run for president?

So basically everyone but Fiorina and Gilmore qualifies. There really is no reasonable poll selection to they could do to put Fiorina in unless they changed their criteria.  Perhaps a reasonable criteria instead of 'top 3' in IA would be 'won a delegate or more in IA'...with that she would qualify. Christie would not but he is still in top 6 in US and NH polling.

Yeah, they put out criteria. But it's not like there was a real mystery as to what that criteria would produce at the time of its release. ABC news knew it would likely exclude Fiorina.

Look, with only 8/9 candidates running, there's really no reason to have anything more than minimal criteria. You can fit 8 or 9 candidates on the stage just fine. Fiorina is an important voice as the only woman, and had Romney, Gingrich, Ayotte, Cruz, and Carson saying she should be included. For ABC to design the criteria it did and stick to it is Sexism - the only reason the criteria existed was to create an excuse to avoid a lawsuit.
