someone who kills someone or someone who has somebody whacked? Obviously there is overlap and sometimes you find someone in the former more evil than the latter but I've tended to think that at least half the time, the person in category two is worse. The reason why is that in category 1, its not always planned but in category 2 it is planned and the fact they have someone else do something is sometimes indicative that they know right from wrong but don't care.

This is too vague. Do you mean 'kill' or 'murder' for #1? Because someone can kill someone else in self-defense, or they can murder them, which is obviously worse. Then you get into specifics, like, did the person kill the other person over say, drugs or money? Or was it some sick #*@! serial killer who did it for pleasure? Because the latter is far more evil.

But just based off your text, I think category 2 is definitely worse. The person who hired the killer is still a killer, he's just using a complex tool (hitman) to carry it out, which obviously involves a lot of thought and premeditation. A regular murderer could have did the deed in a fit of rage or out of impulse.
