Rep. RGN, you have 24 hours to advocate for your bill, and then we will have 48 hours of debate following that.

An act that will measure the competencies of the students. It's like the SAT, AP, and GED exams. This will be administered to all levels

I'm fine with this for now, but if we try to fill up this region's education system with standardized tests and Common Core, I assure you that I will make an attempt to put a stop to it.

I think this idea has potential. Will it apply to private and charter schools?

If we have the power, it might/will be

Have we created charter schools here?

Have we created charter schools here?

They've existed in the US pre-2003, so I assume we still have them.

Regional funding implies that charter schools have zero funding and thus do not exist.

After doing some looking, it seems as if we had some stuff about charter schools come up about 6 years ago, but I'm not sure if we actually did anything about it. My assumption is that whatever our funding mechanism we use for public schools probably would apply to charters also.

I think we would be undermining the whole "private" thing about private schools, I'm open to allowing them to take the tests, and encouraging them too, but not to forcing them.

I'm pretty sure that the Northeast has no authority over private schools (hence the "private" moniker). The Region does have the authority to make administering these tests a criterion to become accredited, however.

I don't give a crap if it's for their good; freedom is good too, I prefer it.

Well that's a very short sighted view.

On the whole I'm not widely open to putting another test on our kids merely to monitor how well schools are doing; it puts more stress on staff and pupils, and I've yet to see anything that would change my mind

What's are current method to evaluate schools on a regional level? I think there's value to having some way to directly schools. If we already have a standardized test or some replacement, then I agree with the Governor, but if we don't, I still think there's some merit in this. Private schools (at least K-8) tend to have some standardized test which compares them on a nationwide scale to other similar schools. Trying to convince them to do a regional test instead, and comparing them to the region would be a good thing imo.

Do we have a way to prevent "teaching to the test"?

That's going to be tough...maybe we just emphasize that these tests are far from the only thing that matters when it comes to funding?

So to clarify we'd be testing purely to grade the schools rather than the students?

No; individual students' performance would be measured as well.

I interpret this as more of test of the school than the student.

The text of this bill does, however, say that individual students' performance would indeed be measured.

By measure, I mean more who will be affected by this. I don't see a student's academic progress being helped or hindered much by this test, whereas it could one of many ways to judge a school.

Yes, it does look like schools are measured more than individuals.

It's more of the schools' performance.

We will move to a 48 hour vote on this bill.

Aye.
