I think the "grades" are based on high school grading systems. I saw one mailer where some who voted 75% of the time was given a C. I assume 90% and above is an A.

They only gave out 3 grades, C, D and F, all of which were made up out of thin air. Now what I want to know, is whether the voter names were made up. They had better have been, or Cruz does have real legal trouble potentially.

Someone I ran against used similar language in a campaign letter and went on to lose. What is worse, his campaign sent the offending letter to me because I somehow ended up on their mailing list. Definitely not a good tactic or a sign of confidence.
