Republican presidential candidate Marco Rubio says a second convention of states to amend the Constitution and restore limited government could help the United States government return to its original roots as a Republic, as the founding fathers intended.

“The amendment process must be approached with caution,” he wrote, “which is why I believe the agenda should be limited to ideas that reduce the size and scope of the federal government, such as imposing term limits on Congress and the Supreme Court and forcing fiscal responsibility through a balanced budget requirement. Limiting the agenda will prevent the convention from being overtaken by special interests.”


If Rubio is elected, will he still call on states to draw up a set of new amendments?

Do you think 34 states will call for a convention?

As was seen when a convention was called to propose amendments to the Articles of Confederation, limiting the scope doesn't always work.

As was seen when a convention was called to propose amendments to the Articles of Confederation, limiting the scope doesn't always work.

In fact, 100% of the time when constitutional conventions have been called, limiting the scope did not work.

27-30 actually have called for one regarding a balanced budget amendment.
