Please check first if Sanders and other people have referred to John Kerry, Condi Rice etc. as "secretary" or "secretary of state" and then we can talk about it again.

Comparing apples to oranges. "Secretary of State" can definitely be shortened to "Secretary", as Hillary Clinton was the Secretary of the Department of State.
