Guys I looked it up and it measures how much of a war hawk each candidate is, higher numbers indicating more interventionist. 

But isn't Chris Christie the one who brought up ISIS in the middle of an economics debate?

I think they did this just based on adding up whatever hawkish statements they randomly came across rather than looking at specific positions.
