Yes, as long as the candidate "releases" them they are free to vote for whoever they want.

So Rubio cannot drop out and 'give- his delegates to Cruz as a way of stopping Donald Trump.

He can encourage them to vote for Cruz but he cannot force them, no. He cannot make them be pledged to someone else. He can only free them of their pledge to him.

If a candidate "suspends" their campaign but doesn't drop out, do their delegates remain pledged to them?
