This is inspired by a real life situation. It seems to drive in Georgia you need a driver's license in English. So if a Quebec driver wants to drive through that state without possible fine, you need to pay to get an international license.

As the Northeast region bordering Canada, I suggest driver's licenses be accepted without problems in all our states issued by Canadian jurisdiction, whatever the language on the license. In return we get assurance of the same treatment from Canadian authorities.

The assembly could want to add Mexican licenses in Spanish for example.

I don't think regions can sign international treaties but this is an administrative agreement. Or we could have a deal only with Quebec and New Brunswick which are part of the Northeast for voting purposes.
