Maybe. Clinton's campaign isn't going on the air in NC, but it might be because they're limited to primary funds at the moment and don't want to burn through it all. I expect them to go on the air there in the fall.

This article shows the role of data in 2012. Polls showed a close Michigan race, and Romney spent millions, but ultimately, Obama's team knew Michigan would be their's and didn't care if they won by 5 or 15. So maybe they are sure Pennsylvania will be there, even if just by a few points. Or just being wise and saving it for later.

Hillary Clinton is reportedly running biographical-type ads to reintroduce herself to the American people, not Trump attack ads.  I don't see any new ads on her YouTube channel, though.  The anti-Trump one from last week(?) isn't there, either - though it was available on YouTube.  Clinton could be running old campaign ads or perhaps has not uploaded her new ads to her public YouTube page.

TRUMP's favorables are already rock bottom, so airing negative ads might be an overkill.
Better for her strategically to try to raise her positives and convince voters to vote FOR her and not just against TRUMP.

She does have positive spots. Plus she's either barely leading or tied among white women and trailing among white men, so there's still room for Trump to fall further.

I think that's what her campaign is doing. She has a negative Trump ad but two are are biographical. Meanwhile Priorities is trying to bake Trump's unfavorable into the American electorate.

I actually think that's one of the best ads of the season. It's simple, yet effective. Although it seems like it won't be all that effective to people over the age of 35. It'll be interesting to see if they come out with some more mainstream ads.
