In 1976, Ford carried Marquette County, MI by less than 1 percentage point. In 1980 Carter carried it by less than one percentage point, and in 1984, Reagan carried it by 0.4 percentage points.

What other counties or communities have been almost evenly divided for 3 elections in a row?

Niagara county NY has been >40% D for 2012, 2008 and 2004.
In 2000 Gore had an unusually strong performance in NY and did much better there.

I understand Niagara, NY was a Ford-Carter county (1976-1980), as was Monroe, NY.

Lake County, Ohio is a remarkably static suburban county to the east of Cleveland

2000 - 50.5% Bush, 45% Gore, 3.1% Nader
2004 - 51.1% Bush, 48.5% Kerry
2008 - 49.5% Obama, 48.6% McCain
2012 - 49.5% Romney, 48.6% Obama (yep, mirror image of 2008!)
