Unrelated, (i'll fill it out later), if you want a baffling chart with the terrifying disembodied heads of the EU leaders, Politico has you covered:

Anyway, they all have different expectations, and are all in varied stages in their terms so it's hard to judge. For example, all Cyprus Presidents are tasked (and have so far failed) to try and reunify the island: Anastasiades is thus far doing a good job, but we can't tell just yet. Similarly with most East European governments, who I mainly credit for not giving into autocratism and shepherd their immature democracies into fully liberal ones. Obvious failures in that regard are Orban, Fico (before the election I would have said "at least he keeps the far-right in check and knows how to win elections" but turns out he can't even do that) and Borisov (literal hired thug). I'll reserve judgement on Sobotka (although ANO, the opposition in CR, is basicallly run by Donald Trump) and Szydlo towards the end of their terms, but I'm not liking what I'm seeing. Baltics are mostly OK (estonian PM looks like he's twelve though), as is Iohannis (who is a symbolic President, I can't remmember who actually runs Romania at the moment) and Cerar. Croatia's new PM is a literal blank slate, backed up by a nasty party. Malta is a comic affair and Muscat can never reach the levels of my favourite European leader of all time DOM MINTOFF. His lucrative way of raising revenue by literally selling Maltese citizenship (and therefore EU citezinship) to anybody willing to shell a cool half a million euroswas pretty funny.

Of the old Europeans, Merkel is an incompetent windvane, Hollande is a dull boob stuck to the French Fifth Republic (one of he worst current constitutional framework of the lot), Renzi has some charm in comparison to Berlusconi and the old PCI Barons, Rajoy has leads a political party/criminal syndicate, Kenny didn't kill Fianna Fail when he had the chance and Costa is ... pretty good, I guess. Fayyman is an idiot but he annoys Tender. Rutte is a tool, as is Michel. Bettel is not Jean Claude-Juncker, which is an improvement.  Christ knows what Tsipras does all day, but I lean approve anyway. LLR is abysmal, Sipila is a rubbish leader in an admittedly uneasy economic situation and Lofgen is OKish. Oh yeah and Cameron is crap.

This left-down corner look like an effect of such situation:

-Hey Mike, you forgot to put some countries in the graphic
-Wat, those countries even exists?! WTH is Lithuania?
-I don't know, just put all those countries in the left corner and no one will even notice.

The end.

Why Rutte? Remarkable, given the other ones you see as FFs.

Faymann is an idiot but he annoys Tender.

That's correct. But he was more annoying about half a year ago, before he flip-flopped from being a Merkel-poodle to upholding our laws and constitution. Now that he's finally doing what the Austrian population wants, he's slightly less annoying though ...

Lithuania exists. I know, I've been there.
