Yes, of course. Along with Canada and the United Kingdom, they make up the fifty-six states of America.

Even though only the 50 states and the District of Columbia take part in the presidential election in Nov, the parties choose to involve US citizens in territories and overseas. So places like PR and Guam select delegates to the national party conventions.
