Say the 9/11 attacks are carried in after Bush is announced the winner, but before he takes office. How does an outgoing president like Clinton respond? What does the president-elect do in that case?

The same goes if the World Trade Center was hit in 2004 after Kerry reaches 270. How does Bush deal with this, knowing he'll be out January 20, 2005? What does incoming President Kerry do when he takes office?

Kerry didn't in in 2004.

This is alternate history, a hypothetical and what would've happened.

Still, my original question, how would an outgoing president and president-elect handle things if the 9/11 attacks happened during a change of administrations?

I dont know. I think Bush's populism/communitarianism would make Dean's left-libertarian brand a good contrast.
