Scott Walker won in 2015, but Mitt Romney did far better than any of them (better than 99.9%+ of the country).  No one guessed the champion right (Duke in 2015).  Jim Gilmore came in last of those who submitted them to ESPN.

Who ever follows college basketball the most.

Rubio seems like the only one in the field who actually follows sports to any extent.

Generally, the people who do best follow the sport the least. These are not ordinary games. These are neutral court games in obscure locations against teams you have no gametape for, which is why people are constantly shocked. I could tell you which have the greatest probabilities for upsets based on talent, road readiness, etc,  but the point weighting in a bracket setting makes gutsy picks ill-advised and provides a stupid amount of weight to the championship game after you can outperform someone on the rest. You can make a lot of money betting on NCAA basketball strategically. Just not the tournament, particularly in bracket formats.

For that reason, I will say Kasich has enough dumb luck. Is he obligated to pick Xavier to the Final Four though? If not, he's saved by the Buckeyes missing.

Donald probably goes, "Kansas, they're such losers, I got to go with Peay. (holds up hands), are these hands small?"

Trump, assuming we are talking about men (which most people are when they mention brackets. For the women, Rubio).

I know that Jeb, Walker, and Jindal (maybe more too) are also big sports fans, but they're all gone.
