It's easy to calculate. Take 538 (the number of electors) and divide it by 100 (total percentage of votes cast). Multiply the quotient by the percentage of total votes a candidate recieved in the election. if the number in the tenths place is a 1 to a 4, round down to the next whole number. If the tenths place has a 5 to a 9, round up to the next whole number. The result is the most proportional way to elect presidents with just 538 electoral votes. Try it yourself and upload pictures if you can! Here's an example of one I did for the year 2000 (you can download it if you want, just give credit to me if you use it in presentations, forums, etc.):

I think that we should have proportionally distributed electoral votes, IRV, and a repeal of the 12th amendment introduced at the exact same time. It'd be difficult, but it'd be worth it.

If you got rid of the WTA system without going directly to PV, then I think you might as well make it all by Congressional District.

Used a system of rounding up when below .5 for the last 3 EV, giving one each to Goode, Johnson, and Obama.

Obama and McCain both got one extra, using the same system as before, that otherwise may be either not allocated or given out via lottery
