Marvin Mandel of Maryland remained officially a Governor while incarcerated in a federal prison, during which period his Lieutenant Governor Blair Lee exercised the powers and duties of the office.

A notorious Boston Mayor James M. Curley spent five months in a federal prison as well, before his sentence was commuted by Truman. During that period, City Clerk John B. Hynes served as Acting Mayor.

Yes he did. They had to put him in an asylum out of the state, so he wouldn't have any jurisdiction.
