There are definitely some suburban districts there in CA where she could get traction. I doubt raising money would be a difficulty at all. While Reince made some welcoming comments when she came out and subsequently identified as a conservative, i still think vocal establishment backing would hurt the GOP more throughout the country than it might help in building some bridges and rehabilitating the brand.

Good person, has a great story, but she doesn't have the experience, and while that hasn't stopped anyone [Donald Trump], she would be overrun by the other candidates in the race [President Hillary Clinton, Senator Marco Rubio]

No.  At least Trump has some business experience, but Jenner doesn't really have any executive experience, as far as I know, so there would be serious attacks on fitness for office.
