Discussed this in the delegate megathread.  Basically, the VI GOP chair challenged the Yobs & Eilons in court and lost.  After losing, he immediately brought out this technicality (which doesn't even apply here) to throw them out (as well as 3 actual VI residents). 

I fully expect the Yobs to be restored at the convention, if not well before then.

I don't think this was at the behest of or in support of some candidate, this is a purely VI GOP internal power struggle.  In fact, I'm pretty sure Ted would rather not have had this happen; he presumably doesn't want Trump to win a delegate here, even if he wins one himself, and would rather go with the crapshoot that is the Yobs.

Speaking of Yob, I don't suppose any of you have read his book on contested conventions?  I'm not ruling out the option of buying it myself and taking a look, if we really are going to have a contested RNC this year.
