Honestly, as much as the Republicans liked to mock the "apology tour" strategy, it's actually pretty effective at defusing tension and causing nations to like the US better.

As long as the country involved A) wants an apology and B) deserves one.

This seems like a clear case of fitting those two categories. There have been quite a few situations that didn't.

You would think the US actively engaged in this unfortunate bit of history. It's tragic, but Obama shouldn't apologize for the US just looking the other way.
