If Bernie's running, that means Warren will probably stay out. If she runs, it increases the chances of Booker/Harris/Gillibrand being the nominee.

No real basis to think she'll stay out if Bernie runs.

I was confused by that to. I can see him potentially running in a couple of years but that is only if he succeeds Cuomo but that won't happen till at least 2022.

He could theoretically run in 2024 if Schumer retires, and Schneiderman is elected to that seat (but that requires Trump or Pence to win in 2020).

The news story calls this a "promise" to serve four years, but it doesn't sound like a promise at all to me.  It sounds more like he's saying that his current intention is to serve the full term, but that doesn't rule out those plans changing.  It sounds like he's giving himself wiggle room.
