Word in my circles is that Rand Paul is considering a challenge to Trump from the right on healthcare and that the chances of him doing so will significantly increase if the Senate bill passes without his vote.

Sorry if this is a stupid question, but by "challenge to Trump...on healthcare," do you mean being more vocal against Trump to fight the bill or running a full-fledged campaign against him in 2020?

The Brown piece makes Tim Ryan's decision to remain in the House much more understandable - if Brown is elected nationwide in 2020 he gets the Senate appointment, and if Brown isn't on the ticket/loses nationwide then he challenges Portman in a Trump six-year midterm in 2022.
