I'm trying to follow this article. It says New York has raised it to $15... but it takes places in cities faster than rural areas? Am I reading this right?

Looks like it hits 15 in NYC by 2019 and 2022 in Westchester and Long Island. Upstate goes to 12.50 in the same time frame...?

Business with less than 10 employees have 4 years long to comply. I wonder what percentage of New York City businesses that is.

It's a tiered approach, which is necessary due to the vastly different economic situation in the NYC metro and Upstate.
