Normally I'd vote HP out of principle, but Fidel was labouring under a curse, a hostile U.S. policy, which made any possible attempts at liberalization very difficult. Internationally, I consider his legacy positive, especially in regard to Latin America.

Lean HP for Human Right's abuses.

He's better than his predecessor or most Latin American leaders [left or U.S. backed], and he has made a lot of great reforms.

But there's no getting around the human rights abuses or purposefully limited infrastructure.

Definitely an HP, but nowhere near the level of Hitler, Mao, Stalin, Kims, etc which he is regularly compared to. Also a definite upgrade from the Batista regime.
