I use one I created on a Quattro Pro spreadsheet, but that probably doesn't help much.

Google searches so far have been fruitless.
You could also search for Method of Equal Proportions, but that doesn't seem to find anything useful. Searching for Apportionment Calculators has some, but they appear to be more oriented towards homework problems, where you type in the populations of a few states.

You can use a spreadsheet.

This takes a shortcut, and assumes that there are no quota violations.

Apportionment Spreadsheet

You can calculate the other methods by changing the formula in Column D:

=C2
=2*C2*(C2+1)/(C2+(C2+1))
=SQRT(C2*(C2+1))
=(C2+(C2+1))/2
=C2+1
