China has a lot of policies that exist on paper only. North Korea will get its goods sold, whether officially or "unofficially".

Back when Wikileaks was fairly new, the Chinese government privately complained that the US was overestimating Chinese influence over North Korea and their relationship was not as close as the US thought. Of course this is North Korea so they DGAF.
