Both are pretty stupid, but I don't think they're protectionist. At least, as I understand the term.

And I think the ban on alcohol in grocery stores is worse, because it sounds pretty inconvenient, while as a lazy person I wouldn't mind somebody pumping my car (if I had one) for me.

I do understand the basic desire to keep the gas laws on the books. It's easy employment for people with little skills who would be on the dole otherwise, and it's not like the cost to business or consumer is overbearing or anything.
