U.S Presidential Election of 1992, Runoff:



President George H.W Bush/Vice President Dan Quayle: 301 Electoral Votes 50.4%
Governor Bill Clinton/Senator Al Gore, Jr.: 237 Electoral Votes 49.6%
(Runoff=just two parties)

U.S Presidential Election of 1996, Runoff:



Fmr. Sen. Bob Dole/Fmr. Sec. Jack Kemp: 285 Electoral Votes 50.1%
President Bill Clinton/Vice President Al Gore, Jr.: 253 Electoral Votes 49.9%

U.S Presidential Election of 2000, Runoff:



Vice President Al Gore/Senator Joe Lieberman: 319 Electoral Votes 51.1%
Governor George W. Bush/Fmr. Sec. Dick Cheney: 217 Electoral Votes 49.9%

I assume you mean a national runoff in all 50 states

Exactly. This is my guess:

1992



Clinton/Gore 274 EV, 51%
Bush/Quayle 264 EV, 49%

1996



Clinton/Gore 339 EV, 52.9%
Dole/Kemp 199 EV, 47.1%

2000



Gore/Lieberman 289 EV, 50.5%
Bush/Cheney 249 EV, 49.5%

1992:

287: Clinton/Gore
251: Bush/Quayle
With the economy clearly becoming more successful, Bush pulls a Ford and runs amazingly well in the last month. While Bush and Clinton engage strongly in the Presidential debate, with Bush being the winner by polls by about three to five points. However, Quayle attacks Gore as "just another Bentsen to Clinton's Dukakis," which interrupts Gore explaining why he believes abortion should be legal but he considers himself pro-life. Gore, in one of his few attacks of the night, says "Mr. Quayle, regardless of the recklessness shown by this opinion of yours, I believe as well as a majority of Americans that Mr. Bentsen beat you fair and square. I am not Mr. Bentsen, but you seem to still be sore to your loss to him then." Gore continuously calls for Perot's supporters, liberals, moderates, and moderate conservatives like himself to come together to defeat the rigged economy and the stupid political appointees who allow the head to amass power at the top. This seals the deal, and despite Bush's amazing comeback, he still narrowly loses.

1996:

331: Clinton/Gore
207: Dole/Kemp

2000:

288: Gore/Lieberman
250: Bush/Cheney

Both sides make unusual appeals to the other's electoral base, but Gore's appeal is a bit more successful. Bush manages to capture parts of the Midwest with his common man appeal, but Gore seems to become more of his 1988 self. His main cushioning is Indiana, which was a surprise even to the Gore/Lieberman team.

1992: Clinton: 290 (51.1%) Bush: 248 (48.9%)
1996: Clinton: 329 (52.2%) Dole: 209 (47.8%)
2000: Gore: 289 (50.5%) Bush: 249 (49.5%)
