Yes, this is the best choice.

Jackson hated money and the federal banking system, being on the $20 was probably a best-served-cold, banks have the last word insult to him, so it's good to take him off it. And his actions with the Trail of Tears aren't exactly popular.

Harriet Tubman is also the best choice to then put on the $20. Noncontroversial, would be the first woman and the first African-American on there, and she definitely deserves it with her actions. And it's great that it's the $20, because it would be in wide circulation.
