I would say that the Immigration Restriction Act, along with infrastructure spending of the New Deal and afterwards as well as the GI Bill were the primary drivers of the rapid expansion of the Middle Class in the mid 20th century, and fundamental to facilitating unionization and growth of industries offering both long term employment and great benefits. The simple fact of the matter is that when you tighten the labor market, you force businesses to compete for workers.

That said there was a substantial ethnic basis to how the Immigration act was structured that was wrong and that shouldn't have been the case.

Volstead Act was horrible, as was Smoot-Hawley. The US industrial position was such that tarriffs could only do harm as such was already becoming the case in the 1890's. There is the story from I think Enzo Ferrari about the Fords that were being sold in Italy, being left on the docks of New York, while Fiat obtain near exclusive access to that market for themselves after the tariffs were reciprocated. I would lean postive on both the Revenue Act and Kellogg-Briand
