This is a pretty straightforward bill. We need to close an $84,000,000,000 budget hole, and this is a very large part of my plan to get it to balance. It'll get money currently floating around the public sector into he private sector, which ought to help some with our economic woes. It should also introduce elements of competition into this sector, which will improve the quality of service.

I am skeptical of commissions enough as is, I am even more skeptical of the merits of selling off the family silver to plug a budget hole. Such short term-oriented policies usually have unintended and undesired consequences down the road. Improving organizational efficiency and modernizing operations will likely be a more sustainable alternative with higher long-term returns. However I suppose there's no harm in seeing what can and can't be sold off, as long as the commissioners aren't just sitting there and collecting a salary.

I can assure you that this is not simply a short-sighted policy to rid ourselves of the deficit, although that is a part of the rationale. This will improve the quality of service to Pacificans via introduction of competition in what is currently a non-competitive area of the economy. This should, as you said, improve organizational efficiency and modernize operations, by virtue of necessity in order to remain competitive in a market environment.

I would suggest that the period be made somewhat shorter, as having this done by the time the budget is passed in June would be ideal. In addition, the point of this bill is to sell or lease to private companies, thus "infrastructure privatization." Selling to government-held companies wouldn't improve much, unless there's something I'm missing here. I'm okay with everything else, though.

Right, due to the amendment debate is extended automatically, but I will be calling for debate to be extended  after that as it is an important matter to discuss.

Personally, I'm in favor of privatization in this context, it makes sense to try and revitalize an area which has probably suffered greatly on the past few years (partly because we've seen everything from military coups to terrorist insurgency to Jihadists, and I don't even want to reflect on the state of damage of public infrastructure across our region). That said, I share the concerns of Councilior 1184AZ in terms of the Commission being too powerful, I think the final decision should rest with the Governor anyway.

But I disgress.

I yield to the sponsor, is the amendment hostile or friendly?
