Tough call.  While they both have natural beauty, they both lack the critical mass of population and many of the benefits that come with that.  They're both heavily reliant on the energy industry for revenue and jobs and thus prone to boom bust cycles. 

I chose WV because, if your in the Eastern Panhandle, you're close to civilization and your not actually around anything to do with the energy industry (though state financial woes would still impact you).

If you exclude the EP from WV, then probably Wyoming because is not he public health and financial hellhole WV is.

Tough choice, but I think I'd choose Wyoming so long as I could live in Teton County and not be surrounded by the Dick Cheney-ites of Wyoming conservative Republican politics.

Not a gay so less likely to get lynched in Wyoming.  Plus there are actually nice places in Wyoming.  West Virginia is a post-apocalyptic hellscape.
