Generally I am opposed to government-ownership in public housing projects, so I like that this is divesting Norfolk of these buildings. I do however think management of any common areas would be an on-going concern and am curious as to what the city plans for future projects. This potentially solves housing problems from people currently in the units, but its not like that will stop future problems. And if Norfolk plans to just constantly build new condos which they immediately transfer to the poor, that sounds expensive and like a recipe for shoddy cost-cutting (especially with our short statute of repose for construction work) and graft everywhere. On the whole though its certainly an interesting plan, since the government has to do something with these buildings it owns.
