Amendment to the Article III of the Northeast Constitution
12. The chain of command for the Governorship of the Northeast Region shall be as follows: Governor, Lieutenant Governor, Speaker of the Northeast Assembly, Chief Judicial Officer, cabinet members, longest continuously serving Representative, followed by the next longest and the next and so on. The chain of command shall be used to fill sudden vacancies in the office of Governor.
a. If, by reason of death, resignation, removal from office, inability, or failure to qualify, there is neither a Governor nor Lieutenant Governor to discharge the powers and duties of the office of Governor, then the Speaker of the Northeast Assembly shall, upon his resignation as Speaker and as Representative in Congress, act as Governor.
b, The same rule shall apply in the case of the deregistration, resignation, removal from office, or inability of an individual acting as Governor.
c. If, by reason of death, resignation, removal from office, inability, or failure to qualify, there is no Speaker to act as Governor, then the officer of the Northeast who is highest on the following list, and who is not under disability to discharge the powers and duties of the office of Governor shall act as Governor: Chief Judicial Officer, Secretary of State, Secretary of the Treasury and the Commerce, Secretary of Agriculture and Interior, Secretary of Labor and Urban Development, Secretary of Education, Secretary of Health and Human Services, and Secretary of Veteran Affairs.
c. If, at the time when the following officers under section c, is to begin the discharge of the powers and duties of the office of Governor, there is no officers, or the officers enlisted under section c fails to qualify as Acting Governor, then the longest continuing serving Representative and followed by the next longest until the most junior representative, upon his resignation as representative, act as Governor.

I'm not sure why the Speaker needs to resign in order to become Governor.  You should mimic the language of the Lt. Governor - the Speaker should still remain a member of the Assembly, but temporarily give up his duties and right to vote in the Assembly until a new governor is named.
