It's hard to say, because you have to compare:
1)Special intersests who are an integral component of one party,
versus
2)Special interests who have bipartisan power

Top 3 partisan lobbies:

1)NRA (Republicans)
2)Teacher's unions (Democrats)
3)Koch Bros. Network (Republicans)

Top 3 non-partisan lobbies:

1)AARP
2)Israeli lobby (although it's becoming increasingly more Republican)
3)Wall Street
