I've been thinking of TTL Ottoman government. We already know that the Pashas are leading component of the regime, but since in TTL Young Turks were continuators of Abdul Hamid's reformist course, I think I can assume that several RL Young Turks are now playing important roles. And, perhaps, some RL founders of Republic, like Kemal or Inonu.

Secondly, given that there is no breakup of the empire, and with all the emphasis on multinationalism, I guess we can assume that several figures from post-Ottoman Arab states getting into the circles of power. Just as, perhaps, some people from Armenia and Azerbaijan, that otherwise would gain the prominence in the USSR.
