So, I guess that Arizona is a U.S. territory until it's added? Since it isn't part of a Region, but also isn't a separate country.

IIRC we can pass laws to admit new (old) states, so this shouldn't be a problem. We can expedite it in the West and in the federal Congress. It'll be pretty easy, and it won't require unilaterally amending the Constitution.

I have messaged the President about this, and the situation will be resolved shortly.

However, if the rebels take up arms, they will be arrested, and if they attempt violence, they stand a chance of being killed. All over a petty dispute that doesn't affect voting and is likely do be resolved almost immediately after the Constitution is passed. Chill out.
