Because Johnson has a lock on the Presidential nomination, and it's extremely likely he'll win the VP nomination.

But this is actually really good for the Libertarians - both people on their ticket are former office holders.

I can't find out much about him. He is pro-life, though, so I doubt Johnson would endorse him too readily. Someone like Mike Gravel or Bob Barr are his best bets for former office holders. Otherwise, I'd suggest Carl Person or Sam Sloan to add some more gravitas to the ticket.

I thought Gravel is pro-choice.

So is Gary Johnson and Bob Barr and John McAfee.

I have trouble believing that Mike Gravel is a real small "l" libertarian, regardless of what party he claims to be a member of.

I guess that Johnson leaked his preferred running mate to Bentivolio, and it wasn't Bentivolio. My guess is that Johnson intends to either endorse Alicia Dearn, or get Jim Gray to run again.
