I literally said "Haiti is an African country" in a conversation today but I didn't literally mean that Haiti was an African country. One wonders if the North African states (or, I guess the Indian Ocean island states) will welcome this development, considering it would appear predicated on the idea that African=Black.

I lean unfavorable on this, Haiti may be culturally African (and its politics and economic condition stereotypically so), but it is not part of the African continent. The role of the AU is to facilitate continental economic integration and political cooperation, goals which aren't really feasible when you have members in completely different parts of the world.

Well, those goals are vague enough that they may very well be, but the general point of "neighbor countries should be able to trade with each other more" and "trans-national transport infrastructure should be improved" cannot really be made applied to Haiti.

This, really.  I won't deny that it is culturally similar, but geographically, it is not close.

Hmm, I'm curious as to what this means in terms of blocs becoming further defined by cultural and ethnic identifications rather that geopolitical ones. Very interested to see future development of this going forward.

I would say that AU have been a great success, it have made the African continent much more stable, thanks to their hostility to coups, support of free elections, willingness to deliver soldiers against local uprisings and peacekeeper. Africa have not been as stable and peaceful as now ever. Of course I can't see what AU can do in Haiti, so this is a purely symbolic act.

Hmm, maybe replacing this by something like 'since the beginning of Western colonization' could eventually be a bit wiser.

How do we know all that progress has been due to the African Union?

Mostly by following what happens on the ground in Africa. As example Boko Haram have attacked  in and have bases Chad and Cameroun too, and here AU have helped the three countries cooperating in fighting Boko Haram with some success (especially in Cameroun). If we compare it to LRA where Uganda failed to cooperate with their neighbours until the last few years (because of AU again). When we have Somalia where AU have helped improvingthe situation with boots on the ground. So yes AU have been a force of staability in Africa, and Africa needed that more than anything else.

No; EVER is correct. Africa was not some kind of utopia before the Europeans came, in fact the transatlantic slavery was only possible because of the lack of centralising powers in Subsaharan Africa and the already existing slave trade network (to service the Arabs).
