The Trump campaign has identified roughly 15 states where it plans to install state directors by the end of the month. They include traditional battlegrounds like Ohio, Florida and Virginia and more challenging terrain such as Minnesota, Michigan, Wisconsin, Pennsylvania and Maine — places Republican have lost for the last six presidential elections or longer. Target states also will likely include Republican-leaning Georgia, where demographic shifts benefit Democrats.

Off year races in midterms with third party candidates are a lot different than presidential races. Trump isn't going to win any blue states, he's too far to the right to pull that off.

He simply as angered/offended too many important groups: women, latinos, blacks and muslims. Old white men aren't enough to win the GE.

I'd forget MN (aside from "smiling and waving"), put ME on the back, back burner, and go all in for OH and FL, but also VA, IA, maybe NH, and maybe PA (and get ready to get bombarded literally the whole summer with hilariously negative ads from both sides - oh God, I'm already bracing). It would be almost impossible to waste money in those states. I'm of the philosophy that if those are close or at least winnable, others will come along like Missouri and so on.

Turnout in ME was 58.1%,  which is quite a bit lower than the average of 70.8% in Maine.
