Bayh is listed as an inactive voter on IN voter rolls which comes on the heels of him listing his DC house as his "primary address."

Many Senators and Representatives doesn't actually live in their constituencies. Hell, Bob Dole has no home back in Kansas when he was Senator. George H. W. Bush only link with Texas during his vice presidency and presidency was maintaining a hotel suit in Houston as "primary residence" for voting purpouses.
