Who do you think is the most evil person in history that often isn't classified in such a category?

I'd have to go with D.F. Malan. He had a very oppressive regime, and I would argue he was the worst of all the Apartheid leaders, which is really saying something.

I'm sure Xahar will be at least somewhat in agreement.

Also Leopold II of Belgium doesn't get a whole lot of attention in comparison to his death toll. You will often see him on "great villains of history" lists, but usually just as an afterthought.

Definitely. It's easy to point out Chairman Mao, Stalin, Hitler, Pol Pot, or the Kims, but there were and are some seriously awful dictators out there. I just wrote a 10 page paper for my final in Comparative Politics on Eritrea's regime.

In terms of serial killers, Gerald Schaeffer is a particularly sadistic killer who plagued the Treasure Coast and Fort Lauderdale in the 1970s.

Christopher Wilder was another infamous serial killer who isn't well known. He lived in Boynton, where I lived until I went to college. He lived up the street from my eighth grade teacher in the 1970s or early 80s. My dad worked on the construction of his home briefly, but doesn't remember meeting him.

I imagine a number of Guatemala's military rulers would end up here. I haven't heard of Ríos Montt until he was actually put on trial. But special "award" should go to early ones.

Magda Goebbels was a truly evil person who doesn't seem to have any kind of mental impairment or childhood trauma as an excuse. There were a lot of crazy people in the Third Reich, but the scary thing about her was that she doesn't seem to have been. Just cool and calculating.

Hong Xiuquan - dude fails a civil service exam, declares himself the brother of Jesus, 20-30 million people die as a result.

Malan was a nasty piece of work, but H.F. Verwoed's handling of the Border War and the Bantustans was the worst atrocity committed in South Africa since decolonization. South Africa's history is just one bad thing after another.

Genghis Khan is a household name, but the specifics of what he did aren't as widely known as Hitler and Stalin, for example.

Pol Pot and basically everyone of the Khmer Rouge deserve to be as far up on that list as anyone - I'm not sure their relative death toll of freaking 25% of the population has ever been beaten.

The Cultural Revolution was a objectively vile thing, it does not fall under "making a few uninformed decisions" in any reasonable definition.
